U.S. Army Corps of Engineers South Pacific Division gets New Commander

SAN FRANCISCO – Colonel (Promotable) Mark Toy will take command of the South Pacific Division of the U.S. Army Corps of Engineers during a change of command ceremony at the Bay Model visitor center in Sausalito Friday, June 30, 2014.

COL. (P) Toy becomes the 56th commander the South Pacific Division. He assumes command from Brig. Gen. C. David Turner, who took command in 2013 and will serve as Commander of the South Atlantic Division.

COL. (P) Toy brings with him knowledge gained from over 27 years of Army service. Prior to commanding the South Pacific Division, COL. (P) Toy served as the Chief of Staff for the U.S. Army Corps of Engineers, an organization consisting of over 37,000 military personnel and civilian employees.

Established in 1888, South Pacific Division is one of nine Corps regions. Four operating Districts, headquartered in Los Angeles, Sacramento, San Francisco, and Albuquerque, provide federal and military engineering support in California, Arizona, Nevada, Utah, New Mexico and in parts of Colorado, Oregon, Idaho, Wyoming and Texas.

The civil works program is oriented around major watersheds in the region and leverages federal resources for navigation, flood damage reduction and ecosystem restoration. Major river basins include the Sacramento, San Joaquin, Santa Ana, Colorado and Rio Grande, which are governed by complex water rights.

The Change of Command Ceremony symbolically transfers authority and responsibility from one commander to the next, ensuring a continuous, unbroken chain of command from the lowest military unit to the Commander in-Chief of the Armed Forces, the President of the United States.
