Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought.  Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the South Pacific Division (SPD) under the Regulatory Program are posted on this page. SPD public notices are primarily published to inform the public about new or proposed guidance, templates, procedures, and regional general permits, which are applicable to more than one of SPD's subordinate districts.  Once a public notice is available on-line, notification of the SPD Public Notice is sent to individuals on the mailing lists of the appropriate districts by each of the affected districts .

    This public notice announces DRAFT Vernal Pool Mitigation and Monitoring Guidelines to be followed in the California portion of South Pacific Division’s subordinate districts (San Francisco, Sacramento, and Los Angeles districts) regarding procedures for compensatory mitigation projects involving vernal pool habitats as required for processing of Department of the Army (DA) permits under Section 404 of the Clean Water Act, Section 10 of the Rivers and Harbors Act, and Section 103 of the Marine Protection, Research, and Sanctuaries Act.

    What: Announcement of Public Meeting - Updated Mitigation Bank Templates for Enabling Instruments and Conservation Easements When: September 27, 2016, 9:00 AM – 12:00 PM Where: U.S. Army Corps of Engineers, Sacramento District Headquarters, 1325 J Street, Room 814, Sacramento, California 95814 Who: This public meeting is open to interested parties, including mitigation and conservation bankers, consultants, environmental organizations, Federal, state and local agencies, and the regulated public. You will need to RSVP to attend this meeting, as security in the building is very strict and room size is limited. Please submit your name and affiliation (company/agency) to Tom Cavanaugh, by email at: Thomas.J.Cavanaugh@usace.army.mil to RSVP or, if you later determine that you will not be attending, to have your name removed from the list. Admission to the meeting will require that your name be listed on the security check-in sheet for U.S. Army Corps of Engineers, Sacramento District Headquarters at 1325 J Street. Please arrive at least 15 minutes early, in order to be admitted. You will be given a visitor’s badge in exchange for your photo ID (Drivers’ License, company identification card, etc.). Your briefcases, bags, purchases, etc. will be subject to search. Both you and any items you bring will have to pass through a security scanner.

    The U.S. Army Corps of Engineers (Corps), South Pacific Division has completed a Record of Decision (ROD) for the Panoche Valley Solar Project in accordance with the National Environmental Policy Act. The ROD may be found on the Corps, Sacramento District Website at: http://www.spk.usace.army.mil/Missions/Regulatory/Permitting/EnvironmentalImpactStatements.aspx or at the South Pacific Division website at http://www.spd.usace.army.mil/Missions/Regulatory/PublicNoticesandReferences.aspx.

  • Updated Map and Drawing Standards

    This notice establishes updated standards and guidelines for maps and drawings submitted as part of delineations and applications for U.S. Army permits and jurisdictional determinations. The intent of these standards is to improve the quality and consistency of maps and drawings and simplify and improve review and processing by Corps Regulatory project managers. We estimate that at least 70-80% of maps and drawings submitted to the Corps Regulatory Program in South Pacific Division (comprised of Albuquerque, San Francisco, Sacramento, and Los Angeles districts) already meet the majority of these standards. By adhering to a single standard for maps and drawings, applicants and consultants should have a clear and concise product, and project managers should be able to provide permit decisions and jurisdictional determinations in a more consistent and timely manner. In addition, electronic mapping of permit-related maps and drawings will enable data sharing with other resource agencies for coordination of mitigation decision-making.

The Final EIS for the Panoche Valley Solar project, located in eastern San Benito County, California, is available for review and comment. The Notice of Availability of the Final EIS was published in the Federal Register on December 31, 2015. This notice is to inform interested parties of the Final EIS and to solicit comments. This notice may also be viewed at the Corps web site at www.spk.usace.army.mil/Media/RegulatoryPublicNotices.aspx.
