- The purpose of the SPD Civilian Deployment Guide
(CDG) is to provide information to deploying civilians,
their families, supervisors, and the U.S. Army Corps
of Engineers forward deployed commander or designee.
Generally, it covers deployments of 179 days or less,
but may also apply to assignments of a longer duration.

Entitlements
- The Department of State Standardized Regulations
(DSSR) are the overriding regulations for allowances
and benefits available to all U.S. Government civilians
assigned to foreign areas.

Emergency Essential Employee's FEGLI Election Opportunity
- The following link discusses FEGLI election entitlements
for employees who are designated as emergency-essential
and who are not currently covered by FEGLI. In summary,
the document says that Public Law 106-398,
enacted 30 October 2000, allows Department of Defense
employees, who are designated emergency essential
under 10 United States Code Section 1580, an opportunity
to elect Federal Employees Group Life Insurance (FEGLI).
If the employee has previously waived FEGLI coverage,
P.L. 106-398 allows the employee to enroll in Basic
FEGLI coverage. This law does not provide an opportunity
for employees already enrolled in FEGLI to increase
existing FEGLI coverage.

Civilian Employee Overseas Emergency Essential Position
Agreement
- There are two instances when a civilian employee
should sign a DoD Civilian Employee Overseas Emergency
Essential Position Agreement, DD Form 2365.
- The first instance applies to a civilian employee
who occupies a position that is designated as
emergency essential (EE). In that case, the employee
is required to sign the DD Form 2365 upon entrance-on-duty
into the position. This requirement should be
noted in the vacancy announcement when the position
is advertised. The EE position in this instance
is a civilian position located overseas or one
that would be transferred overseas during a crisis
situation. The position is critical to support
the mobilization and wartime mission and is required
to ensure the success of combat operations or
to support combat essential systems subsequent
to mobilization or an evacuation order. The position
requires uninterrupted performance so immediate
and continuing support can be provided for combat
operations or to support maintenance and repair
of combat essential systems. (DA
PAM 690-47, paragraph 1-3) Thus, a person
with military recall status (Ready Reserve, Standby
Reserve, or military retire), who is subject to
recall status should not be placed in an EE position
unless the employee is removed from military recall
status. (AR

- The second instance includes all civilian employees
who deploy to combat operations/crisis situations,
even those in TDY status. Those employees are
considered EE regardless of volunteer status or
the signing of the EE position agreement. The
employee will be in an EE status for the duration
of the assignment. (DA
PAM 690-47, paragraph 1-3) Supervisors should
ensure that the employee signs the DoD Form 2365,
prior to leaving the home station, and retain
a copy at the District subsequent to the deployment
of the individual.

Reservist Deployment
Uniformed Services Employment
and Reemployment Rights Act (USERRA)
- In December 2005, the Veterans Employment and Training
Service (VETS) of the Department of Labor published
its final rules amending the Uniformed Services Employment
and Reemployment Rights Act (USERRA) of 1994. The
rule became effective 18 January 2006.

Leave Without Pay
- Many civilian employees are being called to active
duty in Support of Operation Enduring Freedom. Because
of changes in the law, once these employees are placed
on Leave Without Pay (LWOP-U.S.), the government can
pick up the employee share of the Health Benefits.
However, with the increase in activity, it has come
to the CPOC's attention that not all of these actions
are being processed consistently. The information
below reflects the most up-to-date LWOP-U.S. information
with respect to processing these actions. In particular,
the CPOC asks your cooperation in the following areas:
- The most current guidance from CPOCMA is that
to successfully complete the RPA for LWOP - US,
the CPOC must also receive a copy of the orders.
Please submit the orders and the election papers
to the CPOC at the same time. The CPOC does not
require copies of orders for actions that they
currently have in process or that they have previously
processed.
- The effective date of LWOP - US must be the
date the employee is ordered to duty. As you probably
remember, the CPOC was discouraged from using
this date because of limitations in the Defense
Civilian Payroll System (DCPS). However, DFAS
has established codes that will allow timekeeper
input for military and annual leave during a period
of LWOP - US.
- With respect to intermittent employees, there
is no requirement to change the work schedule
prior to placing them on LWOP - US; they are eligible
while on an intermittent work schedule.
- The CPOC has received extensions for LWOP-U.S.
However, there is no requirement for this action
because the employee is either returned to duty
or separated.
For your convenience, the Field Advisory Service
(FAS) provides documents that include an Information
Paper, Checklist and Election Form with an acknowledgment
area for employee signature. FAS developed these
documents, which cover all benefits potentially
effected by employee deployment. You can find these

How
to Access Vacancy Announcements for Duty in Iraq (GRD)
The U. S. Army Corps of Engineer's Gulf Region Division
(GRD) is recruiting numerous positions at various grade
levels in support of Iraq. USACE team members who are
interested in deploying to Iraq may apply under existing
USACE "Taskers" through their district Emergency
Operation Center and/or under a GRD vacancy announcement.
GRD vacancy announcements are located on Army Civilian
Personnel On-line website. Employees interested in applying
to the GRD vacancy announcements must ensure that their
resume is on file in the Centralized Resumix database
before they self nominate.
You can access the GRD announcements on Army Civilian
Personnel On-line (CPOL) by:
- Logging on to CPOL: http://www.cpol.army.mil
- Clicking on the "search for Jobs: Vacancy Announcement
Board" icon
- At the Vacancy Announcement Board, scrolling to
"Grade" and highlighting "All Grades,"
scrolling to "Country" and highlighting
"Iraq"
- Clicking on "Get Results." A listing of
all Army vacancy announcements for Iraq will appear.
- Clicking on the vacancy announcement number for
the position and grade desired.
- View the announcement, and copying if desired. Following
the instructions in the announcement to apply.
Generally, there are three (3) types of vacancy announcements
for each separate occupation/grade level being recruited:
- One type is being used to recruit USACE/Army employees
currently serving on permanent appointments. USACE
employees should apply only under vacancy announcements
that are annotated: "ARMY EMPLOYEES ONLY."
- The second type is being used to recruit Federal
employees who are not employed by Army or USACE. The
vacancy announcement number ends with the letter "F,"
i.e., NCFVO4826728F. These announcements are annotated:
"FEDERAL Non-Army EMPLOYEES or All FEDERAL EMPLOYEES
SERVING UNDER CAREER OR CAREER APPOINTMENTS."
- The third type of announcement is being used to
recruit individuals who have never worked for the
Federal government or who are currently temporary
or term employees. This is a Delegated Examining Unit
(DEU) vacancy announcement that is annotated with
Open to All Sources. To locate these announcements,
place a "check" in the box marked "I
have never worked for the Federal Government,"
which is found just under the "Country"
selection box on the Vacancy Announcement Board, and
then click on "Get Results." A listing of
DEU (Delegated Examining Unit) vacancy announcements
will appear. The "DEU" designation will
appear within the vacancy announcement number, indicating
that non-Federal employees may apply.
