THE CORPS PLANNING PROCESS: Making Good Decisions
The six steps in the corps' planning process are:

This process follows a problem solving methodology based on sound decision making principles
that culminates in a decision document. There are numerous laws,
policies, regulations and guidance about every aspect of the
corps planning process. And each study is unique
where the application of these rules are done on a case-by-case
basis. Today's planning environment is very complicated and following these six iterative
steps--essential to any good decision process--will yield successful decision
documents.
Lessons Learned Workshop and some things to look for:
articulate and address the right problem
seek a consensus on the problem and study objectives
formulate many alternatives, since you'll never exceed your best alternative
timing - look for windows of opportunity
sometimes you have to just "muddle through it" with tiny steps
alternatives in the EIS must be exactly the same as in the main report
too much or too little detail
prevent critics and nay sayers from kidnapping the process
