MAKE A RECOMMENDATION

    After the alternatives are formulated, and compared against the objectives, a few superior alternatives may present themselves.  Choosing between these alternatives may involve trade-offs between different objectives.  These trade-offs must be identified and coordinate fully with all the stakeholders.
