Report submission requirements and study management are the same regardless of where the decision document is approved. However the number of copies and format--electronic or paper--are negotiable for Division Policy Reviews.		The Division may only approve policy compliant documents, thus policy issues must be resolved prior to draft report submission.
The Policy Problem: Projects Are Unique Policy is developed based on Law, usually Water Resources Development Acts--WRDAs, and The Executive Branch's Management Policies. Application of policy to a specific project is usually subject to interpretation. Thus, the highest reviewing official's policy interpretation often resulting in it being elevated.
