PROJECT GUIDANCE MEMORANDUMS (Listed Chronologically)

   The following PGMs contain policy issues raised by headquarters during the policy review process.  Oftentimes, changing policy will first be identified during this policy review and result in a general policy statement.  These PGMs are provided for use by the study teams as an early reference tool for new policies and as examples of how these issues have been resolved.  Many of the same policy issues and comments are raised on almost all projects.  This provides a reference for study teams to identify early-on potential issues and preemptively resolve the concerns.

   An Index of Review Comments and Issues is also provided to assist the study team.  The headquarters policy review team will usually identify a policy issue with a paragraph heading and then discuss the issue.  The index  lists issues' by paragraph heading for easy reference and there is also an Issues Table of Contents at the beginning of the PGM.
