Mr. Rod Rose serves as the Chief of Staff, South Pacific Division, U.S. Army Corps of Engineers (USACE) where he directs the administrative operations of the Division Headquarters and all staff elements.  The South Pacific Division encompasses all or part of ten states with four operating districts headquartered in Albuquerque, Los Angeles, Sacramento, and San Francisco.  In his role as Chief of Staff, Mr. Rose provides close liaison and personal coordination with higher headquarters (HQUSACE), Congressional Offices, and other federal, state and local governmental agencies to facilitate programming, planning and the execution of Civil Works, Military programs, Interagency and International services.  In previous assignments, Mr. Rose served as the Deputy Director for the Strategic Effects Directorate in U.S. Army Japan (USARJ) and as the Political-Military (Pol-Mil) Advisor to the Commanding General, USARJ, Camp Zama Japan.   

Mr. Rose joined the Department of the Army Civilian workforce in 2013 following a 24-year career in the U.S. Army.  He was commissioned in 1989 as an Air Defense Artillery Officer from Florida A&M University in Tallahassee, Fl.  After completion of the Air Defense Artillery Basic Course, he graduated from Airborne, Air Assault and Ranger School.  As a participant in the branch detail program, he then attended the Military Intelligence Officer Advanced Course at Ft Huachuca, Arizona.  After selection for Functional Area Training (Psychological Operations and Civil Affairs), Mr. Rose attended the U.S. Army Special Operations fully funded master’s program as a resident student earning a master’s degree in International Relations. He was then assigned to the 4th Psychological Operations Group (Airborne) where he served several years in various positions in support of U.S. Army Special Operations Command.  After graduating from the U.S. Army Command and General Staff College, he was selected to Command the U.S. Special Operations Language School in the John F. Kennedy Special Warfare Center and School at Fort Bragg, North Carolina.  Additionally, he is a graduate of Joint Professional Military Education Phase II from the Joint Forces Staff College in Norfolk, VA.  Mr. Rose has deployed or conducted training in Africa, Europe, the Middle East, NE Asia, SE Asia and his professional career has spanned over 35 years of service, both as a military officer and a Department of the Army Civilian.

Mr. Rose has received numerous military and civilian awards to include the Legion of Merit and membership in the Honorable Order of Saint Barbara. He is also a dedicated Life Member of Alpha Phi Alpha Fraternity Inc. and the Florida A&M University Alumni Association.
