COVID-19 and USACE Regulatory Program, 33 USC 408 Program, and FOIA Operations

In response to the evolving COVID-19 public health emergency, the Los Angeles District of the U.S. Army Corps of Engineers is implementing a plan to ensure continuity of operations. While USACE business functions will continue during this time, some functions may be temporarily modified.

For the immediate future, we ask that you electronically submit all Department of the Army Regulatory Program permit applications, requests to alter, occupy, or use USACE projects, and Freedom of Information Act requests.

• For Department of the Army Regulatory Program permit applications, please submit electronic files via the branch/section email addresses listed on our district’s regulatory webpage at https://www.spl.usace.army.mil/Missions/Regulatory/#ContactUs or via File Transfer Protocol. We recommend limiting the file size of email submittals to no more than 15 megabytes. For larger files, please coordinate with USACE staff to submit documentation via FTP using the Department of Defense Secure Access File Exchange.

• Please submit all requests to alter, occupy, or use USACE projects pursuant to 33 USC section 408 online to: spl.408permits@usace.army.mil.

• For general inquiries related to either the Regulatory or 408 Program, please refer to the contact information provided at https://www.spl.usace.army.mil/Missions/Permitting/.

• Please submit all FOIA requests online to: foia-spl@usace.army.mil. Please be advised that disruption in normal operations caused by the COVID-19 pandemic may result in responses to FOIA requests being significantly delayed or impaired.
