Colonel Andrew C. Sinelli has served as the Deputy Commander of South Pacific Division since January 2025 as a mobilized reservist. As Deputy Division Commander, he is responsible for providing guidance and direction to four operating district commands located in Los Angeles, Sacramento and San Francisco, Calif., and Albuquerque, N.M. with a combined professional workforce of nearly 2,800. Key missions include managing the nation’s water resources infrastructure for economic growth and environmental sustainability, timely response to natural disasters, support to military installations and civilian communities throughout the region and strengthening national security.
Prior to his arrival at South Pacific Division, Colonel Sinelli served as the Assistant Chief of Staff, Engineer for XVIII Airborne Corps at Fort Liberty, North Carolina. Colonel Sinelli served as Commander of the 301st Forward Engineer Support Team – Main (FEST-M) Denver, Colorado and was interim Commander of the 650th Regional Support Group (RSG), Las Vegas, Nevada.
Born in Michigan, Colonel Sinelli completed his Bachelor of Science in Construction Engineering & Management from Arizona State University in 1996 while in the Army Reserve Officer Training Corps (ROTC). In 2022, he completed the Master of Strategic Studies at the Army War College as a Superior graduate.
In 2019, in support of DoD COVID support, Colonel Sinelli mobilized as the Deputy J4 of the 76th Operational Response Command (ORC) Headquarters/Task Force West in Salt Lake City, Utah. Colonel Sinelli commanded the 2nd Battalion 413th Regiment, 2d Brigade, 95th Division in Riverside, California.
As an Individual Mobilization Augmentee (IMA), COL Sinelli traveled extensively while serving in the Headquarters U.S. Pacific Command’s (PACOM) Engineering Division (J44) alongside Navy and Air Force Engineer Reservists. He was the Team Leader for a 15-person Phoenix Facility Engineer Team supporting the southwest region. He deployed in support of U.S. Army Central Command, 3d Army, to Camp As Sayliyah, Doha, Qatar during Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) as a member of the Seattle Facility Engineer Team transforming an APS-5 facility to CENTCOM-FWD Headquarters.
Before joining the Army Reserves, COL Sinelli served on active duty as a Combat Mechanized Engineer with 3d Brigade, I Corps, Fort Lewis, Washington. He served in numerous leadership roles and as the Battalion Logistics Officer, he dutifully oversaw his engineer battalion transform into a company supporting the Army’s First Stryker Brigade.
Colonel Sinelli’s awards include the Defense Meritorious Service Medal, Meritorious Service Medal (3), Joint Service Commendation Medal, Army Commendation Medal (3), Army Achievement Medal (2), National Defense Service Medal, Army Reserve Components Achievement Medal (2), Joint Military Unit Award, Global War on Terror Expeditionary Medal, Global War on Terror Service Medal, Armed Forces Reserve Medal with “M” device, Army Service Ribbon, Army Overseas Service Ribbon, and Army Reserve Components Overseas Training Ribbon (2). He is a graduate of Sapper Leader, Airborne, and Scout Platoon Leader schools.
