Ms. Christy A. Jones serves as the as the Regional Business Director for the South Pacific Division (SPD). Established in 1888 to help settle the West, SPD is one of nine USACE regional commands. It encompasses California, Nevada, Arizona, New Mexico, Utah, and parts of five other states. The Division comprises four operating districts headquartered in Albuquerque, Los Angeles, Sacramento, and San Francisco. U.S. Army Corps of Engineers. In this role, she is responsible for program delivery in Veterans Affairs construction valued at more than $4 billion, and oversees SPD’s engineering and construction, resource management, data analytics, and strategic direction.
She most recently served as Acting Chief of both the Installation Readiness Division (IRD) and the Interagency and International Support Division (IIS) at the U.S. Army Corps of Engineers (USACE) Headquarters (HQ) in Washington, D.C. In this dual leadership role, she provided executive oversight for a wide range of global engineering programs that directly support Army readiness, military infrastructure resilience, and international partnerships.
As Acting Chief of the Installation Readiness Division, Ms. Jones led national programs that ensured Army installations remain fully capable of supporting missions around the world, overseeing efforts that strengthened the reliability of energy systems, safeguard essential infrastructure, enhance cybersecurity of control systems, and guide long-term planning for military installations. Under her leadership, the division delivered integrated engineering and technical solutions to sustain, restore, and modernize military facilities essential to supporting soldiers, families, and Army operations. In her concurrent role as Acting Chief of the Interagency and International Support Division, Ms. Jones directed programs that extend the Corps’ expertise beyond the Department of Defense. She oversaw engineering services provided to federal agencies, state and local governments, tribal nations, foreign governments, and international partners. These programs include support for foreign military sales, global humanitarian assistance, disaster response, infrastructure development, and capacity building efforts that advance national security, global stability, and international cooperation.
Prior to her dual assignment, Ms. Jones served as Chief of the Programs Branch within the Installation Readiness Division, where she managed specialized programs addressing cyber and control systems security, infrastructure sustainment, and mission assurance across the Army’s global real property portfolio. Earlier in her career, she served as a Civil Works Deputy at HQ USACE overseeing Emergency Management and Flood Risk Management for the USACE enterprise, the Deputy Chief of Readiness and Contingency Operations for USACE’S South Pacific Division, and in multiple leadership roles at the Sacramento District focusing on water management, flood risk reduction, stormwater systems, and emergency management.
Ms. Jones began her career working in private consulting where she managed projects designing early flood warning systems, storm drain systems, and modeling watersheds. In between her Sacramento and South Pacific Division assignments, Ms. Jones worked for the California Department of Water Resources where she served as a senior executive staff member for the State as Deputy Director of the Security and Emergency Management Program.
Ms. Jones brings over two decades of engineering leadership experience across federal, state, private sector, and international sectors. She holds a Bachelor of Science in Civil and Environmental Engineering from Cornell University and a Master of Science Degree in Civil and Environmental Engineering from the University of California, Davis. She is a licensed Professional Engineer in the State of California.
