Greg Hegge serves as director of programs and deputy engineer for the South Pacific Border Task Force. In this role, he provides leadership, program management, oversight and support of construction operations for U.S. southern border barrier programs in cooperation and collaboration with the Department of Homeland Security, Customs and Border Protection, and other partnering U.S. Army Corps of Engineers districts.  Since 2019, Hegge has overseen the programmatic obligation of more than $7.5 billion in construction contracts that resulted in more than 340 miles of border barrier construction with supporting infrastructure. The South Pacific Border Task Force continues to provide design, construction and engineering technical services in support of Department of Defense and Department of Homeland Security missions directed by presidential executive orders. Prior to this role, Hegge served as the branch chief of Interagency and International Services and program manager for the Los Angeles District.

Hegge joined USACE in March 2001with the Pacific Ocean Division’s Field Force Engineering deployable team, specializing in antiterrorism, force protection, and civil and environmental engineering. He deployed to Iraq in 2003 in support of Operations Iraqi Freedom as a Forward Engineer Support Team leader attached to the First Marine Expeditionary Force. In 2004, he became security and emergency manager for the Alaska District before moving to the Norfolk District in 2005 as a project manager for Military Construction, Civil Works, and Interagency, International, and Environmental Services projects.

In 2008, he served as program manager and senior project manager for $1.4 billion in Military Construction and Base Realignment and Closure programs at Fort Lee, Virginia. In 2011, Hegge deployed to Kandahar, Afghanistan, as the program manager and civil engineer for the Afghanistan Engineer District South, where he executed 23 projects valued at more than $450 million in support of Army and Air Force missions. He later served as acting project branch chief and senior project manager at the Norfolk District, managing multiple projects within the Arlington National Cemetery Program, and in 2016 became the program’s branch chief and program manager.

Before joining USACE, Hegge worked in the private sector with MACTEC and URS as an environmental engineer, project manager and engineering supervisor. He led civil construction, water and wastewater treatment, and soil and groundwater remediation projects for state governments and National Guard agencies.

Hegge holds a bachelor’s degree in engineering from Northern Arizona University. He is a licensed professional engineer licensed in Arizona specializing in environmental engineering, a certified Project Management Professional, and holds Facilities Engineering Level III and Program and Project Management Level II certifications.

Since joining USACE, Hegge has earned the Meritorious Civilian Service Award, Commander’s Award, Civilian Combat Service Pin, Superior Civilian Service Award, Outstanding Federal Employee of the Year Award, and was nominated by the North Atlantic Division as USACE Program Manager of the Year in 2019.
