Lieutenant Colonel Tim Wu assumed duties as the Deputy Commander of South Pacific Division in September 2025. As Deputy Division Commander, he is responsible for providing guidance and direction to four operating district commands located in Los Angeles, Sacramento and San Francisco, Calif., and Albuquerque, N.M. with a combined professional workforce of nearly 2,800. Key missions include managing the nation’s water resources infrastructure for economic growth and environmental sustainability, timely response to natural disasters, support to military installations and civilian communities throughout the region and strengthening national security.

Lt. Col. Wu most recently served as an assistant policy researcher and doctoral candidate at RAND Corporation. He recently earned a Ph.D. in Policy Analysis from the RAND School of Public Policy, where his dissertation examined the Army’s capacity for CONUS ABCT deployments from fort-to-port in support of large-scale combat operations. While at RAND, he also co-authored reports on Air Force airfield repair, climate impacts to Air Force installations, Army force projection command and control in a contested homeland, Army mobilization and deployment in a contested homeland, Army homeland defense in a contested environment, and measuring climate impacts to training and readiness.

Previously he served as the S3 and XO in the 249th Engineer Battalion (Prime Power), USACE, from 2020 to 2022. Wu’s other military experience includes executive officer to the Deputy Commanding General, USACE; deputy resident engineer, Arlington National Cemetery, Norfolk District; company commander, 84th Engineer Battalion, Schofield Barracks; aide-de-camp, South Pacific Division; deputy engineer, Combined Joint Interagency Task Force 435; and Platoon Leader, 62nd Engineer Battalion, Fort Hood, Texas. He will be taking command of the 62nd Engineer Battalion in June 2026.

Born in California, Lt. Col. Wu completed his Bachelor of Science in Civil Engineering from Virginia Polytechnic Institute and State University (Virginia Tech) in 2004 while in the Army Reserve Officer Training Corps (ROTC). He completed a Master of Science in Engineering Management from the University of Missouri Science and Technology in 2013 and a Master of Philosophy in Policy Analysis from RAND Graduate School in 2024. He is a Professional Engineer and holds the Project Management Institute’s Project Management certification.

Wu’s military awards and decorations include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, the Joint Service Achievement Medal, Army Achievement Medal, and the Steel and the Bronze order of the de Fleury Medal. He is a graduate of the U.S. Army Sapper School and Pathfinder School.
