Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought.  Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the South Pacific Division (SPD) under the Regulatory Program are posted on this page. SPD public notices are primarily published to inform the public about new or proposed guidance, templates, procedures, and regional general permits, which are applicable to more than one of SPD's subordinate districts.  Once a public notice is available on-line, notification of the SPD Public Notice is sent to individuals on the mailing lists of the appropriate districts by each of the affected districts .

  • Request for Input on California Interagency Mitigation Bank Checklist

    Expiration date: 2/10/2025

    The U.S. Army Corps of Engineers’ (USACE) South Pacific Division, including its Sacramento, San Francisco, and Los Angeles Districts, along with the U.S. Fish and Wildlife Service (USFWS), the California Department of Fish and Wildlife (CDFW), the California Natural Resources Agency (CNRA), the National Marine Fisheries Service (NMFS), the United States Environmental Protection Agency (EPA), the State Water Resources Control Board (State Water Board), and the Natural Resources Conservation Service (NRCS), as potential participants in Interagency Review Teams (IRT), collectively known as IRT agencies, are evaluating the need to update the April 2024, Interagency Mitigation Bank checklists (Checklists). The purpose of this notice is to solicit comments from interested parties to support revision of the Checklists. Please see attachments:  April 2024, Interagency CA Mitigation Bank Checklists

  • Public Notice for Draft Section 408 Regional Categorical Permission

    Expiration date: 1/15/2025

    South Pacific Division districts receive numerous Section 408 requests for minor alterations to USACE projects each year, most of which are for changes to an embankment or channel such as installation of irrigation pipes or horizontal directional drilling for the placement of utility lines. Many of the project descriptions for proposed alterations are similar and the effects tend to be negligible. The current review and approval process, however, is time intensive and can take months. USACE South Pacific Division proposes to reduce Section 408 request review times by simplifying engineering and environmental analysis for specific categories of minor alterations within the division’s boundaries (Figure 1), excluding consultation required under Section 106 of the National Historical Preservation Act and any other federally required consultations.   • Public Notice of Mitigation Bank Enabling Instrument (BEI) Template Availability

    The Sacramento, San Francisco, and Los Angeles Districts of the U.S. Army Corps of Engineers, along with the U.S. Fish and Wildlife Service, the California Department of Fish and Wildlife, the California Natural Resources Agency, the National Marine Fisheries Service, the United States Environmental Protection Agency, the State Water Resources Control Board, and the Natural Resources Conservation Service as potential participants in Interagency Review Teams (IRT) have updated the standard Mitigation Bank Enabling Instrument (BEI) template for use with mitigation banks that are established within the State of California or mitigation banks with service areas that extend into the state of California. This notice is to inform interested parties of the availability of the completed template.

  • Public Notice for Banking Agency Management Team - Stakeholder Engagement Meeting

    Pursuant to the 2011 MOU, the BAMT and the PDT will hold a stakeholder engagement meeting on Wednesday, November 6, 2024. Statements of interest in speaking regarding financial assurances may be submitted by October 16, 2024. The meeting information, including the agenda, and additional information for virtual and in person attendance are attached.

  • Public Notice Comment Period - Categorical Permission For Section 408 Requests

    Expiration date: 10/4/2024

    The purpose of this notice is to solicit comments from federal, state, and local agencies and officials; the public; and other interested parties regarding the proposed Section 408 categorical permission. Sovereign Native American Tribes have been contacted separately. Comments received within 30 days of publication of this notice will be used in the evaluation of potential impacts of the proposed action on important resources.
