Public Notices

Under the Corps' Regulatory Program, a public notice is the primary method for advising all interested parties of a proposed activity for which a permit is sought.  Public notices are also published to inform the public about new or proposed regulations, policies, guidance or permit procedures.

Public Notices published by the South Pacific Division (SPD) under the Regulatory Program are posted on this page. SPD public notices are primarily published to inform the public about new or proposed guidance, templates, procedures, and regional general permits, which are applicable to more than one of SPD's subordinate districts.  Once a public notice is available on-line, notification of the SPD Public Notice is sent to individuals on the mailing lists of the appropriate districts by each of the affected districts .

Public Notices

12510-SPD

Published Dec. 12, 2012

This provides notice of procedures to be followed in South Pacific Division’s subordinate districts (Albuquerque, San Francisco, Sacramento, and Los Angeles districts) for determining whether, and to what extent, wetlands occurring on irrigated land would persist in the absence of irrigation and meet the definition of wetlands under the 1987 Corps of Engineers (Corps) Wetland Delineation Manual (1987 Manual) and the appropriate regional supplement.  The intent of this process is to improve the accuracy, quality, and consistency of wetland  delineations on irrigated land.  This process supersedes previous SPD district-specific standards and policies related to delineating irrigated land.  As many wetland delineations are prepared by consultants and provided to districts for verification, consultants are advised to be aware of and follow these procedures when preparing delineations of irrigated land for verification by one of SPD’s subordinate districts.   The attached document is for “Information Only.”  The controlled version resides on the SPD QMS SharePoint Portal. Please verify that the version you are using is current prior to proceeding

This process applies to wetland determinations or delineations made or verified by South Pacific Division (SPD) subordinate Districts on irrigated land.  This includes, but is not limited to, areas in rice production and irrigated pastureland, and is intended solely to address identifying wetlands that would exist absent irrigation.  It does not address the jurisdictional status of any such wetlands, issues relative to permitting discharges of dredged or fill material in jurisdictional wetlands, or mitigating impacts to jurisdictional wetlands. This is consistent with all applicable Corps wetland identification and delineation standards and practices, and with applicable guidance for wetland identification and delineation.  Wetland determinations and wetland delineation verifications within SPD are to be conducted in accordance with Corps regulations, guidance, and technical standards.
